The regulations of data protection do not prevent from communicating the information requested (certificate of census of the affected one and authorization of census), since the claimant is relative, heir and usufructuary of the former owner, that a direct interest can coincide in confirming the census and the corresponding authorization, and that it does not seem that the communication of information has to entail a significant harm for the right to the data protection of the affected one.
