The director of the Catalan Data Protection Authority, Meritxell Borràs, today welcomed the new students of the specialized training course for data protection officers (DPO) 2024, organized jointly by the two institutions. The course allows people who act as DPD in entities and bodies of the Catalan public sector to develop the skills and acquire the necessary knowledge to carry out their functions optimally.
In his speech, Borràs defended the figure of the DPO as the key of the defense of the right to data protection. They must be an active element in "DPD en xarxa", the learning and collaboration community promoted by the APDCAT, to generate knowledge, debate, collaborate and contribute experiences. Borràs added that both the course and the network are a reflection of the firm conviction of the importance of this figure. He concluded that these initiatives are a recognition of his work, which seek to provide DPDs with tools and resources to improve their work.
This year the course is intended for technical staff from the public sector and the departments of the Generalitat de Catalunya, staff from statutory or independent Catalan bodies and Catalan universities, as well as staff from local entities and the local public sector. It lasts 180 hours and will be taught face-to-face, until June 21. The program is divided into 25 different units, to deepen aspects such as the principles of data protection, the rights of interested persons, transparency and the right to information, the approach to risk in a data treatment and the impact assessment, among other issues. The aim is to provide DPO with the tools to enable them to:
- Provide advice and adequately monitor compliance with data protection regulations.
- Identify potential risk scenarios for people's rights and freedoms and minimize them appropriately.
- Acquire the management and leadership skills necessary to carry out the functions assigned to them as DPO.
The data protection officer advises and supervises an entity that processes personal data, to ensure that data protection regulations are complied with. In the case of public organizations, the rule obliges them to always appoint a DPO; in private ones, it depends on the volume of personal data that is processed and the type and means used, among other aspects.
The Catalan Data Protection Authority, the entity charged in Catalonia with ensuring the guarantee of the right to data protection, promotes the design and development of training programs for the DPO of the entities in its area, in line with its Strategic Plan.
The Catalan Data Protection Authority and the School of Public Administration of Catalonia give the start to the fourth edition of this specialized training course, intended for the staff of the Catalan public administrations and designed to deepen the knowledge and skills necessary to properly perform the duties of a data protection officer.
