The Catalan Data Protection Authority (APDCAT) and the School of Public Administration of Catalonia (EAPC) have published the fourth video of the "Let's talk about personal data" series. This time, it delves into the construction of artificial intelligence algorithms that feed on personal data and the dangers that inadequate programming can represent for individual rights and freedoms. The head of APDCAT's Legal Advice, Xavier Urios, shows the message to the public.
The new video in this series, designed to introduce basic privacy concepts with an informative aim, is available on the APDCAT website and on the EAPC YouTube channel. It explains how decisions based on artificial intelligence are articulated through algorithms that, in most cases, have been programmed with the prior use of personal data. For this reason, it points to the need to consider whether the algorithm is correctly constructed and whether our data is protected.
The video warns of the risks of a programmed machine intervening in a decision that affects people, for example to evaluate their performance at work, to select or not select them for a job or when receiving a benefit public. So, depending on how it is designed, the machine will give us one answer or another, and there are risks that the programming will be wrong and people will be discriminated against.
It also reminds that any processing of personal data needs a legal basis that allows it and that, when it is carried out, it is necessary to respect the principles in the field of data protection (such as using the minimum data or keeping it as little as possible time required). In this context, it ensures that the use of artificial intelligence can mean that personal data and privacy as individuals can be affected.
Videos about ICT and privacy
This is the fourth video in the series of audiovisual materials that APDCAT and EAPC have been producing since 2022, as part of a joint project designed to raise awareness and disseminate data protection rights, with appropriate supports and channels for to all audiences.
In addition to this, the videos "The value of personal data" are available, which graphically explains what is considered personal data and why it is necessary to protect it; "Video games and access to our data", which focuses on the relationship between personal data and online games; and Extended reality and the protection of personal data, which explores the implications between the use of virtual reality, augmented reality and mixed reality technologies in terms of user privacy.
In addition to the videos, the project includes a series of podcasts, through which a deeper analysis is made on the different topics. At the moment, five are available: the right of access guaranteed by data protection regulations, the entrustment of data processing, the processing of minors' data, data security breaches and the right of information on data protection. They are available on major podcast platforms (Spotify, Spotify for podcasters [formerly Anchor], Amazon Music, Castbox, Pocket Cast, and Ivoox).
